Page break problems

After working on the same system for approximately one month, I am no longer
able to manually move page breaks in the Page Break Preview screen. Instead
of the cursor appearing as the usual arrow, it appears as a plus sign, and I
cannot drag the page breaks.

Do you check Tools>Options>Edit
The Allow cell drag and drop setting
