Page displays differently on different computers

I've noticed that some of my pages view differently on computers with
different sized displays. They dont always fit correctly and the browser
adds scrollbars so the viewer can scroll to view the entire page. I've
noticed that it's almost always pages done in frames that cause the problem.
Is there something I can do while authoring these pages that will make them
automatically fit correctly on all displays? Thanks in advance

I personally use View | Page Size to size my window and then build to
it. This is FrontPage 2003.
