Page numbering in a header

I am using Word 2003
I have a 21 page document that begins with a Title Page and 2 pages for the
TOC.
The 4th page is the beginning of the procedure text. There is a "section
break - new page" between actual page 3 and page 4 (the beginning of the
text). I have told Word that page 4 is page 1. The section two header says
"page 1 of 21", instead of "page 1 of 18". There are really 18 pages to the
text part of the document and 21 pages for the whole document. Why is this
happening? How do I correct this?

The 21 represents the NumPages field, which reports the number of pages in
the entire document regardless of your page numberig scheme. This is logical
and immutable. If the entire document body is in a single section (Section
2), you can substitute the SectionPages field. Press Alt+F9 to display the
field code, edit it by hand, then Alt+F9 to toggle back and F9 to update.
