Page numbering on pages 2 and on

I have recently upgraded from Office 2000 to Office XP. Word XP is not numbering pages correctly. The document is set up with a different header/footer on the first page with the page numbering in the header

Page 1 shows page 1 of 3 as it should. However, pages 2 and 3 have page 0 (zero) of 3. It is set up to continue the numbering from the previous section. I've tried deleting and starting new with the same results. I've tried changing the second page to start numbering with 2. Page 1 changes to 2, but pages 2 and 3 still show page 0 of 3

Any ideas on how to solve this?
