Page numbering start at page 4

You need a section Break Next Page after page three.

Delete the regular page break after page 3 and go to
Insert + Break + Section Break Next Page.

Go to your footer of the second section and turn off Same
As Previous using the icon on the Headers and Footers
toolbar. Click on the Page Number icon and then click on
the Format Page Number icon. Choose to Restart numbering.
