I have two problems.
Page Numbering-I need to figure out how to make page 1
start on page 3 (after the title page and table of
contents.

Tab Leaders - I need to know know to add tab leaders in a
Table of Contents.

To answer your second question first, if you let Word generate the TOC, it
adds tabs and leaders automatically. If you insist on doing it yourself, set
a right tab with a period leader where you want the numbers to end (usually
the right margin).

As for the page numbering, the usual way is to insert a section break (Next
Page) at the end of page 2. With the insertion point in Section 2 (that is,
on page 3 or later), View | Header and Footer and, in the header or footer
pane (whichever one you're using for the numbering), click the Same as
Previous button to turn it off. Then use the Insert Page Number button to
insert the page number and the Format Page Number button to get to the
Format Page Number dialog, where you choose "Start numbering at 1." For

Page numbering:
--------------------
You can make that happen by separating your document into sections (section one for your title and un-numbered pages; section two for your numbered pages). Then you can start numbering in section 2.

Procedure:
1. Place the cursor after the last object (character or picture) you want to be included in the un-numbered pages.
2. Insert a "Next page" section break (Insert --> Break ... ) after your unnumbered pages and before the page you want to be page 1.
3. Place your cursor on the page you want to be numbered "1".
4. Select Insert --> Page numbers ...
5. Click on the "Format ..." button.
6. Under "Page Numbering", select the "Start At" radio button, and type "1" (without the quotation marks) in the edit box.
