To answer your second question first, if you let Word generate the TOC, it
adds tabs and leaders automatically. If you insist on doing it yourself, set
a right tab with a period leader where you want the numbers to end (usually
the right margin).
As for the page numbering, the usual way is to insert a section break (Next
Page) at the end of page 2. With the insertion point in Section 2 (that is,
on page 3 or later), View | Header and Footer and, in the header or footer
pane (whichever one you're using for the numbering), click the Same as
Previous button to turn it off. Then use the Insert Page Number button to
insert the page number and the Format Page Number button to get to the
Format Page Number dialog, where you choose "Start numbering at 1." For
