Page numbers resetting

I have a long document and the page numbers go back to 2 in the middle of
the doc. When I go to the page in question and open the footer, the correct
page displays. I checked the Insert...Page Numbers...Format dialog anyway
and Same As Previous is indicated. It does this twice in the document.

Any ideas?

And when I close the footer it reverts to displaying 2.

and Same As Previous is indicated.

It does this twice in the document.

The second time it goes back to one.
