Is there a way to skip a page number and then have the numbers still
consecutively numbered?
Sample: Page 1, Page 2, Blank page, Page 3, Page 4.

Insert section breaks using Insert > Section, check the box to Begin a
section with this page, and change the numbering.
You can use a different master page to remove the page number from the third
page (blank page).
