How can I format the first page number of each chapter bottom center and the
rest of the pages top right?

Use "Different first page" in File > Page Setup > Layout. That gives
you separate footers for the first page and for all other pages.

Also, use the Insert Page Number button on the Header/Footer toolbar
instead of the Insert > Page Number menu item. The difference is that
the button places the number within the text of the header/footer,
while the menu item places it in a floating frame that's much harder
to manage. To center the number, insert one Tab character to its left;
to place it at the right margin, insert two Tabs. The Header and
Footer styles include a center tab stop and a right tab stop to make
this easy.

Daiya and Jay have referred you to my articles on this subject. The main
thing to note is that this is a situation where Insert | Page Numbers won't
work for you; you have to actually insert the page number(s) in the header
and footer.
