Hi Mark,
To set the 3rd page as Page 1, follow the steps below.

1. Move the inserting point at the beginning of the page 3.
2. Go to the Page Layout tab > Page Setup > click Breaks > choose 'Next page' under 'section breaks'. It will insert a section
break.
3. On the footer or header in page 3 where you want to insert the page number, click Insert > Page Number > Format Page
Numbers > choose 'Start at 1'. Click OK.
4. Click Insert > Page Number > Current position to insert the page number. The page number should be 1.
5. In page 4, the page number should be 2.
