pane freezes when file is opened

If the panes were frozen on that worksheet when the file was saved, it's
remembered the next time excel opens that workbook.

If the panes were not frozen when you last saved, but are frozen when you
re-open the workbook, any chance you have a macro running that does some
preliminary setup work for you.

The setting for each worksheet is used--it's not really a default. You can turn
off what you don't want and then save that workbook, though.

But if you're creating a new workbook and it has window|freeze panes set, then
open up your Book.xlt (in your XLStart folder) and turn it off there. Then save
that template workbook.
