Paper Size

I know that it is done in Word but is it possible to create "special" paper
sizes in Excel? I need a paper size of 5.5" x 8.5" (half letter). I've tried
changing margins but the footer/header is printed based on the size of the
paper not where I've set up the margins. I've also tried "fit to 50%" but
that reduces the entire spreadsheet by 50% (8.5 x 11 become 4.25 x 5.5).

Usually this is done, not in Excel or another program, but using "Page
Setup". The changes are done in the printer driver through "Page Setup", and
don't have anything to do with a particular program.
