paragraph marks showing up as question marks???

emails i send show up as beign littered with questions marks where the
email contains a paragraph mark.
I have support for japanese and chinese language. I have checked all
the options i can find both in outlook and in MS Word (which i use as
my email editor) to specify english as the default language and normal
windows encoding, but the problem persists.
to be honest i don't understand encoding and fonts and suchlike, so i
don't really know where to begin looking for a solution to the problem.
If anyone could just give me some pointers, even if you don't know the
immediate solution, i would be very grateful.
