Paragraph spacing

Please help. I have a document that contains a section
title on each page. The style of the title is set to
include 12pt spacing before and after the paragraph. Some
pages are including this spacing both before and after,
but there are a number of stubborn pages that do not want
to conform to this style - they include the spacing AFTER
the paragraph, but not BEFORE...??!

I have searched this website, and found 2 "fixes":
1) Select "Don't Use HTML Paragraph Auto Spacing" in the
TOOLS/OPTIONS menu - this did not work.

2) Change the "Recommended Options For" to Word 97, in the
same menu - guess what? it didn't work...

Is there anybody out there who knows what is going on here?

Space Before is always suppressed at the top of a page unless preceded by a
page break.
