Parameter Queries

I have a parameter query, using between and to which works fine, but I
want to enhance the query to do the following.

1) I want to be able to select individual values in my parameter,
instead of a range - for example 1,5,7,20 instead of 1 - 20.

2) If I dont enter any values in the parameter query, I want all the
results to return.
