Partial .pst recovery

I have a 36 meg pst file, and I am only getting partial
recovery of the data. I have run scanpst.exe, and it
shrinks the file to 4 meg or so. Any idea on how to
recover the lost data? Do I need to get a 3rd party
utility to recover?
