Partially protect a cell?

Is there a way that I can protect the formula in a cell, and its format, but
still allow a user to change the contents? It's for an expense report. The
users need to enter their amounts, but the cells have formulas that need to
be protected.

You can unlock the cells that you want users to type in, then protect
the worksheet.

To unprotect cells:
Select the cells
Choose Format>Cells
On the Protection tab, remove the check mark from Locked
Click OK

To protect the worksheet, choose Tools>Protection>Protect Worksheet.

Once the user input their amounts into the cell, the formula is gone.
Input and formula need to be on different cell.
