passing data to outlook

I am not a programmer, but just wanted to understand my
options for starting an outlook email message from another
program where I can pass data such
as "from", "to", "subject", and content! Then, someone
manually clicks on send button to send the email. Data is
kept in SQL DB.

I am looking for easiest solution and it could be using
vba or other programs.
