Password protect loos if burning a CD

Hi

I created a protected Excel document and saved it with a
two tier protection stated below.


- Password to open
- Password to modify

Funnily enough when he burns the document to CD the file
looses the second form of protection, and the document
becomes editable.

Have any of you an idea how to prevent this from happening?
