Password Protect without tracking changes

Word 2000 Have a password protected document with change tracking turned
off.
When the document is reprotected, the TRK button comes back on.
I have tried telling Word to protect document from comments and forms to try
and get around this, but the TRK button comes back on.
This problem has only occured over the past couple of months. Prior to this
the TRK button was always turned off.
Can anyone help?
