Password Protection

I have a co-worker who has a password protected file that when opened by
another user, the password entry box along with the "read only" option button
appear as it should. However, one of his co-workers is able to open the file
without the password entry box and the "read only" option button, but the
file does open as read only.

Why is this person not shown the password entry box?

Is there a setting that he may have set that no one else does?

This is an Excel97 file being pulled from the same network drive.

Excel respects the read/write settings for that shared drive.

If the second user only has readonly rights to that drive, then excel is smart
enough not to prompt them. (they couldn't open it as read/write, so why
bother?)

You can test this by having the second user try saving any file (notepad?) to
that same folder. If they get an error, you found the reason.
