Passwords to Open Outlook

I want to set a password in order to open Outlook. I am using Office 2003
with WinXP. I have been told to right click on the Outlook Today icon, but I
don't have one.

where would I find this?

Outlook today should be at the very top of the personal folder list or else
at the top of the outlook bar on the left side.
