Paste as Hyperlink not working

I've used the edit menu option Paste as Hyperlink before, but can't get it
to work now. Any ideas why it may be broken. Instead of going to a place in
the document, it defaults to the top of the doc.

Use google groups to search for your name and a similar subject to this
one--your previous post on this same issue did get some replies.
