Paste Special doesn't Work

Why in Excel 2007 Paste Special appear off and when i need copy something just copy values and the visual efect around the cells that i copy doesn't appear.

I tried reinstalling my Office but i have the same problem.

Somebody known what happening.

Paste Special seems to work just fine in my Excel 2007. It's on the
Home tab on the ribbon, click the Paste drop-down and it's there.
You have to copy something first, then Paste Special is fine.

Can you give more information about how the problem arises?
