Paste Special Merged Cells

I am attempting to copy a range of formulae which is located in merged cells over to an identical set of merged cells (eg same column width and row height)I then paste special to bring these across as values only. I get an error message saying that the cells need to be the same exact size for this operation? Standard copy and pasting works fine on the same set of cells. What's going on?
