Paste Vs Paste Special

Hi All,
Can some please tell me, when to use paste and when to use paste
special in word(2003)?
Is there a difference between these two?

The difference is when you use Paste, you are pasting all of the
formatting, styles, etc. of the copied text.
When you use Paste Special, you are copying just the text that you
copied.

Is there any way of pasting to a new part of a page instead of the paste
copying the position on the original page. I have just copy/pasted pages
from Word to Publisher and had to reset the positions of all the text and
graphics boxes on the new pages.

You should be able to highlight whatever you want to put into
Publisher and drag it to Publisher. If you want things in distinct
places, create new text boxes with Publisher and past them there.
