Pasting clippings at TOP of Page

If I want to paste something from the Clipboard to the TOP of a OneNote
page.. it seems to overlap objects and elements already on the page.

I could add writing space there at the top, but never enough for a long
clipping.

Is there a way to force a new clipping to be "wedged in" between other
elements?

No, there is no option for achieving what you are after.
