patch package error???

I'm trying to reinstall office 2000 on my win 98se machine. Had a power surge
that cause problems with my machine so I'm having to reinstall damaged
software. When I run the setup off the cd, the a: drive chatters twice and
then a message appears. It says " This patch package could not be opened.
Verify that the patch package exists and that you can access it, or contact
the application vendor to verify that this is a valid Windows Installer patch
package." What's this mean and how can it be fixed? Is there any other way to
install?
