Yes but think carefully before you follow this path!
Considering the time you have to invest to write a working
payroll program in Access, work out how much your time
worth and then compare it with the cost of purchasing an
off-the-shelf payroll package.
Remember that 50-100 hours developing a database
application is nothing unless you are extremely proficient
with Access.
Also note that the development costs of an off-the-shelf
package is shared by thousands of copies that the software
house sells. The development costs of your own Access
payroll application is shared by one!
I would say the argument is heavily for an off-the-shelf
package for a payroll application.
