PDS Problem: Project Center View Tables Empty after Create

After I create a project with PDS using

<ProjectCreate>
<AutoPublish>1</AutoPublish>
<Project>
....
</Project>
</ProjectCreate>

<ProjectCodeValuesUpdate>...</ProjectCodeValuesUpdate>
<ProjectViewTablesCreate>...</ProjectViewTablesCreate>
The new project appears in all of the Project Center views. However, the
custom outline codes and custom fields are not populated.

Hitting the "Edit" button, I see that all information was correctly inserted
using <ProjectCodeValuesUpdate>, it just looks like the views are not getting
populated. The SharePoint project workspace sites are also being created as
they should be.

I've tried restarting the Views Notification Service, republishing the plans
with the View Populator utility, and directly calling
<ProjectViewTablesCreate> in the PDS to force it to publish. Nothing has
worked. There are no errors in the event log.

What DOES work is publishing the plan using Project Professional 2003. The
Project Center views populate fine then.

Can Project Center Views even be populated using the PDS? If so, what else
could I do to isolate this error?

PDS has not this funcionallity.

I hear that you can publish projects creating XML files in ViewDrop
directory: Then, Views Notification Service will take it and publish this
project.
