Percent formatting & rate <1%

When a cell is formatted for percent and I enter a rate
that is <1% I get an incorrect result if I fail to enter
the 0 before the decimal. An entry of .5 returns 50.00%
while an entry of 0.5 returns 0.5 % which is correct.

Try entering it with the percent sign, i.e. .5%
