Permanently turn off the Reading Layout option

I have seen a number of requests for getting rid of the default
Reading Layout for Word docs attached to e-mails. I have set my
options NOT to allow opening in Reading Layout, however, that setting
doesn't stay permanent. Outlook/Word will restore the default
settings the next time it/they are opened.

This is especially annoying, as it resets other settings, too (like
removing my choice to display object anchors, and adding back in the
default to create a drawing canvas when inserting autoshapes)!

Is there a way to PERMANENTLY set these options that the software
won't override?
