Permissions and assigning resources in Project

I have been playing around with permissions (templates / groups / categories)
and can not figure out how to accomplish the following scenario

I am working on creating a new program schedule and plan on fully resource
loading the schedule and here is the catch – I have a mixed environment of
CAMs – where I have both CAMs from my company and CAMs from companies that
are our subcontractors, but I do not want to allow the subcontractor CAMs to
build a team from the enterprise resource pool, but still allow them to
assign resources to their tasks that they are responsible for from a team
that I, or another CAM [from my company] creates.

Reading the Project Server Permissions section of the Server 2003 Admin
guide (Section C) – it states:

Assign Resources permission requires the following

Have the Assign Resource on Project Team global permission in order to use
the Build Team page in Project Web Access

Have the Build Team on Project category permission in order to assign a
resource in an existing enterprise project

Have the Build Team on New Project global permission in order to assign a
resource in a new enterprise project

The only thing I want to allow is Assign Resource and not Build a Team from
either PWA or in Project, but I can not because it requires that I also
include the Build Team.
How would I acomplish this?
Any guidance or suggestion is most welcomed
