Permissions for Default Groups

I have created a new workgroup info file. I have also set up a few users User
and Group accounts. I have only 2 groups: the default groups 'Users' and
'Admins'
Now I opened a database that I want to secure and trying to create
permissions from User and Group Permissions. When i go there, I see that the
group 'Users' have all the permisions but the 'Admins' dont. This is contrary
to what I expected...

I have read the documents but still it is eluding me why the 'users' should
have all the permissions and 'admins' have none. I would not have expected
the 'users' from having any...?
