Permissions for managing Administrative Time

Does anyone know what permission governs who can manage the Administrative
Time feature in Project 2007?

The Manage Time Tracking permission allows a user to create the categories
of Administrative time by clicking the Administrative Time link on the
Server Settings page. The View Approvals page allows a manger to approve
Administrative time requests that require approval by a manager, such as a
Vacation request. Let us know if this answers your question.

Wow, that Manage Time Tracking permission is powerful. Since we want to grant
the ability to use the Timesheet Approvals page to Resource Managers, we have
to grant this permission to them. Which means Resource Managers can create
new Administrative Time categories, and we can't restrict it to certain
admins. We'll work around it.
