Permissions for public document library

Hello,

I have customized our public sharepoint site and we do not want anyone to
change it. I synchronize the site periodically to include new users.
However, the site is assigning everyone to the following groups: Reader,
Project Manager. Why are all of these people showing up as PMs that are not
PMs?
