Permissions to Send On Behalf of a User

Hi,
I have a user that is trying to "Resend From" using
Outlook 2003. He is the rightful owner and should have
full priviledges. The problem is, when he puts his name
in from his own Outlook account it indicates.

"You do not have permission to send the message on behalf
of the specified user"

Is there a work around for this?

We are currently running Exchange 5.5 with Outlook 2003.
