I have a client that needs to allow Team Leads (as well as other resources)
the ability to update, create and modify project plans. What would be the
best way to handle this? Set up a new group or to select the appropriate
permissions? Thanks.

Adding them to the Project Manager Security group will give them the rights
they require. It however should be questioned why these resources need these
permissions. If they are assuming the role of a PM then all well and good.
if not then I'd argue that they need to take a closer look at their project
management model.

I would simply add them to the Project Managers group in PWA. If they are
creating, modifying, and updating Microsoft Project 2007 plans, they are
functioning like a project manager, even if their formal work title doesn't
indicate that. Hope this helps.
