I have setup users and permissions but I can't see how they are implamented.
Whenever I open the database it just opens in Admin mode. How do I get it to
open in one of the restricted user modes?

Give the Admin user account a password then close and re-open the app. When
prompted, enter the 'restricted' account username. You can then assign that
account a password.

There is much more to security than just going to the security menu and
adding users/permissions. The very first step is to create a new workgroup
file. It doesn't sound like you did that. You have modified the system.mdw
that comes with Access and is required for opening unsecured databases.

You should undo what you've done and read up on security before going
further.
