Perplexing & Persistent POP3 Issue - Outlook 2003

I have multiple web-based accounts from which I receive email with zero
problems via POP3 in Outlook 2003. The major exceptions are my two MSN-TV
accounts (webtv.net addresses). With these two accounts, which are the only
two I have that neither require nor support secure receive connection, I have
always had long connect times. About 40% of the time at least one of them
times out during a send/receive. This is a particular nuisance for me
because I use the remove from server when deleted from deleted folderâ€
setting in Outlook, which is foiled by a receive failure. The error message
is usually “could not connect to server.†When this happens (which again is
often), I have to then log on the MSN-TV or a 3rd-party retrieval sevice like
Mail2Web to manually delete the unwanted items from the MSN-TV server.

Adjusting the timeout slider to allow a longer timeout does not help.

Well, today I enabled more-extensive logging in my NAT router for another
issue, but noticed a string of firewall entries every time Outlook tried to
receive from the webtv accounts, whether or not the receive was ultimately
successful. The entries say:

Blocked incoming TCP packet from 209.240.207.231:110 to <my ip> as SYN:ACK
received but there is no active connection. Instead of SYN:ACK, it can also
say ACK or RST. Again, this is only a problem when trying to retrieve my
MSN-TV mail; no problems whatsoever with any of four other email services.

Both prior to and since this discovery, MSN-TV very adamantly refuses to
provide any support, saying that they cannot handle external mail client
issues (even though it is a co-owned product).

Any suggestions would be greatly appreciated. For security purposes, I do
not want to disable SPI on my router, and I don’t really know if that would
help, anyway. POP3 is the only external-retrieval protocol MSN-TV offers,
BTW.
