Person Name Smart Tags not working

I am running Office 2003 and Communicator 2005. There is supposed to be a
Person Name Smart Tag that shows next to the person's name in Outlook Email,
but it is not working.

In Outlook I went to Tools>Options>Other and unclicked Enable the Person
Names Smart Tag. Then I reclicked it, applied it and restarted my computer,
bit it will not come on. What did I miss?
