Personal WEB Server in Windows XP Professional

All the literature tells how to establish a personal Web
Server on your own computer to publish to and test a web
site. This a way of testing a web sites functionality
before publishing to a commercial server with your own
domain name. I noticed that Windows XP does not have the
internet tools that Windows 98 has. How do i accomplish
this task in Windows XP professional? Also cannot find a
toos set from Microsoft to down load or am I overlooking
something. i sure would enjoy an e-mail replay.
