Publishing question

I have Windows XP Pro SP3
IIS5.1
Frontpage 2003 SP3

In FP I opened my web site which is on my pc
Make the changes to a page.
I added hit counter to my page and it does not increment.

I have FrontPage Server Extensions 2002 installed
I know this because the Hit Counter was a RED X before I installed FPSE
2002.

I have another site on my server and the hit counter is working fine.

I read somewhere that in order for FP features to work you must publish the
site via url method.

If this is the case how do I publish to my own pc?

I tried http://www.tomtest.com but it keeps asking me for username and
password

Do I need to publish? if so how?

I think this is the reason why my hit counter is stuck on ONE

Open your site on your PC as http://localhost/yourwebsite and then open the
page in your site that has the hit counter and preview it in your browser.
Do you see the hit counter? Hit Refresh. Does it increment?
