Phone activation not available

My problem began when a 3rd party software program is using Outlook to send a
PDF as an attachment. The 3rd party's solution is to uninstall Office and
reinstall it. That is all fine and dandy, not that big of a hassle, but a
hassle none the less.

Having about 6 copies of Microsoft Office Small Business Edition 2003, I
wasn't sure if I grabbed the correct one for that particular machine or not.
These are all OEM already installed on the Dell's upon opening them.

I uninstall Office, and Reinstall, and when I go to activate Via Internet,
it does indeed inform me that the product has already been activated and
locks the applications tight.

The next step is to click back, and register via telephone. I go to do
this, but then I get nothing. No wizard popping open with numbers to read
back to Microsoft nor a area to input new numbers.

I called Microsoft and was informed since it's OEM, its Dell's problem, who
I then call Dell and am told its MS and I am caught in a vicious loop, of
which neither would like to lay claim to.

I have tried uninstally and reinstalling it twice to no avail.

Any Ideas or Suggestions?

installed on your system? If not then you will need to buy one.
Microsoft has got nothing to do with it.
