Photo Manager wont let me crop a picture on one machine but will let me on
another. The configurations appear to be the same.

The best photo and album I've seen is Google's free "Picasa". lets you do
what no one else does

Where does the problem occur on the computer where cropping does not work?
Is Crop missing from the Taskpane? Do the sizing handles not work? Etc.

Actually everything looks correct. The sizing handles appear and we're able
to drag them to the spot we want to crop, etc. However, when we select
"Okay" the sizing handles automatically move back to their original position.

It works fine here. Was it previously working for you but has now stopped
working? What about the other editing, such as autocorrect? Are they broken,
too?

For starters, I'd suggest Help - Detect and Repair to see if that restores
the broken feature.

I am having this exact same problem with Picture Manager 2003 on a Vista
machine. I don't think it's a permissions issue.

When you try to edit a photo using any edit function at all (crop, rotate,
color, etc.) you can make an initial change but as soon as you hit "ok" to
confirm the change the picture goes back to its original position.

I'm not sure when this issue started. Another user reproted this problem to
me and I am trying to trouble shoot it for him.

I tried the diagnose and repair function and it didn't help.
