PIA Error?

Hi,

I have a form that users install on their computers so that it is fully
trusted. In most cases the users install .Net Framework v1.1, InfoPath
PIA's, and then my MSI for the form with no problems. One user receives the
following error after installing all of the files and then trying to fill out
the form:

The error message is InfoPath could not create a new instance of the form
because of an error in the forms code. The details section displays the
following:

Form template:
file:///C:\Program%20Files\InfoPath%20Form%20Templates\TestRequest_1_4.xsn

InfoPath cannot open the selected form because of an error in the form's code.

The Microsoft .NET Framework 1.1 is not installed on your computer or the
InfoPath primary interop assembly (PIA) is not registered. Use Add or Remove
Programs in Control Panel to make sure that Microsoft .NET Framework 1.1 is
installed or install it using Windows Update, then run Setup again to confirm
that .NET Programmability Support is installed, or contact your system
administrator.

Could not load file or assembly 'ipdmctrl, Version=11.0.0.0,
Culture=neutral, PublicKeyToken=71e9bce111e9429c' or one of its dependencies.
Failed to grant minimum permission requests. (Exception from HRESULT:
0x80131417)

I've tried uninstalling all of the files, restarting, and reinstalling but
still receive the same error. Any assistance with this would be greatly
appreciated.
