What version of FP do you have? FP3 has a behavior and FP2 has a DHTML effect. Or, you could use J-Bots mouse over image.

Open your page, select the image and then select the Insert dropdown in the Behaviors pane and the Swap Image
(normally you would also apply the swap image restore too, so it changes back on mouseout)
