I used to be pro with this PowerPoint, lol, but I completely forget how to
use a lot of useful tools. I remember there was a way so that I could make a
picture fade, b&w or even just have it cut a certain way, such as a star or
spiral. If this question makes no sense I apologize. I know of other ways
to create this effect but I forget the most efficient. Please give me
step-by-step directions.

Few places that teaches you animations.

For fading, you can use fade effect. Also, here's how you can fade to
translucent:

For black and white,
click on the picture to bring up the picture tool.
Click Color > Black and White/Grayscale.

1. Draw your desired shape from the Drawing Tool Bar (you can choose from the
Auto Shapes Option for stars, etc.).
2. Right click on the Object
3. Select Format Auto Shap
4. In the Fill drop down menu, select Fill Effects > Picture >Select Picture
5. Browse to find desired image
6. Click OK > OK
