Picture Manager horizon align?

I'd like to "shift" photos so the horizon, or orientation, is correct. Can I
do this (not in increments of 90-degrees, but just slight adjustments.)

I know that some scanner software has that as do programs such as Photoshop
Elements. It sounds like you need a real graphics editor.

In the Picture Manager, on the Getting Started menu click Edit Pictures, click
Rotate and Flip, there is a *by degree* option.

You can rotate small amounts in Word or Publisher or PowerPoint.
