Picture Manager is not user friendly

I have an English version of office 2003 installed on a traditional chinese
windows xp. when i tried to use it, i feel it is awkward.
the file menu does not have an open option for me.
if i choose add picture shortcut, it does not let me specify my windows
desktop where i stored my picture. it does not seem to accept the chinese
name æ¡Œé¢ for desktop. it just feels annoying.

actualy, i use this because of the un-user friendly design of microsoft
office 2003 tools. when i used office xp, i could use the photo editor to
scan jpg documents. i just scan it and save in jpg format directly, and end
of my task.
now, in office 2003, i have to use that document scanner, which only save
documents in tif format. then i must try to use picture manager to try
convert the large tif file to jpg. it represents many more steps for me for a
simple task.
i hope microsoft could improve on this issue. thanks.
